EXECUTIVE SUMMARY CONTINGENCY PLAN FOR EMERGENCY DISTRIBUTION OF MOTOR GASOLINE INTO TEXAS HURRICANE ALERT AREAS PLAN OF ACTION: The following procedures are hereby established for the emergency distribution of motor gasoline into retail outlets in Texas areas forecast to be impacted by tropical Gulf storms of sufficient magnitude to require emergency relocation of citizens: o EARLY WARNING SYSTEM The Director of the Division of Disaster Emergency Services, in accordance with the Texas Disaster Act of 1975, will notify the Director of the Governor's Office of Energy Resources of the location and status of all tropical weather disturbances which might effect Texas coastal areas. When the Disaster Emergency Services' Director determines that an area is predicted to be impacted by a tropical storm of sufficient magnitude to require emergency relocation, the Emergency Gasoline Distribution Plan shall be implemented. o EMERGENCY GASOLINE DISTRIBUTION The State Fuel Allocation Offices in the Governor's Office of Energy Resources will coordinate with refiners, suppliers, and distributors of motor gasoline for immediate allocation of gasoline from the state's emergency set aside into selected retail outlets in the predicted impact area. A maximum of 10 gallons per regis- tered motor vehicle in each affected county shall be allocated. The Local Disaster Coordinator (Mayor or County Judge) will work with other local officials, retailers and distributors and the State Fuel Allocation Officer in determining stations selected for the receipt of the emergency set aside gasoline. Suppliers and com- mon carriers shall be notified in advance to provide adequate deliveries of motor gasoline into the selected station prior to predicted landfall. o TEXAS DISASTER ACT (1975) The Governor, in accordance with the Texas Disaster Act of 1975, may issue execu- tive orders necessary to implement the Emergency Gasoline Distribution Plan and amend or rescind existing orders such as the Odd-Even Gasoline Plan in those political subdivisions which are predicted to be impacted by a severe tropical storm requiring emergency relocation.
