PRESS CONFERENCE, THURSDAY, DECEMBER 3,1981„ Sigma Delta Chi luncheon) --The deposition in the redistricting case is an unavoidable. If you have decided to appeal to the Supreme Court, I think this is a good place to announce it. I would suggest you detail your position in this matter as you did for a few of the press in the reception room Wednesday momma. Make clear that you have no hanOups about givina a deposition, but that it serves no useful purpose other than publicity for the plaintiffs and their lawyers--since your position on redistrictino has been stated in press conferences over and over again.Copies of the press conference transcripts are available if anybody wants to read them. --There have been several stories lately about Prospective opponents. ob Armstrong reportedly will announce at a news conference Monday. John Hill is now sal to be out of the runnino. Sam Kinch had a story Wedesday about one Prentice Tomlinson, 38, Houston independent oil and gas operator, "talkino to political operatives about runnino for governor.” Tomlinson contributed to your fund-raising dinner in Dallas last June. --You may get some questions about this so-called poll claiming your "favorable rating" has dropped from 78.6 per cent in January to 48.44 per cent this month. The pollster is a buddy of Congressman Jim Wright. Lance Tarrance said the poll by a Fort worth outfit (Madison Systems Corp.) is bull. Lance ,in effect, says you never were at 78.6 per cent, and that 65 per cent is about max. He says you are moving alonp fine in his polls, and he sees no problems. --The prison lawsuit and the master's allegations that the state is encouragino violence by not obeying court orders. Last week, Estelle said his staff had tracked activity of Special Master Nathan Vincent and his monitors. There are 23 prison sites that could have been visited. Monitors made 142 inspections--concentrating 93 of them on seven sites. Ten of the 11 disturbances that have occurred since last January (nine within the last 60 days) took place at five of the seven sites the monitors visited most frequently. 65% of the disturbances were at 30 per cent of the sites, 91 per cent at 72 '7, of the most-visited sites. Frankly, I doubt if these statistics mean much. You probably have something more interesting to reveal on the prison case in view of your talks of the last couple of days. --In Washington , you annoucned you plan to visit Lopez Portillo after the first of the year. You may get a question about when-and-where of this. --In arguments before the Supreme Court, state attorneys asked the state be allowed to deny illegal alien children a public education . You could be asked again about your position on this.
