MEMORANDUM JUNE 26, 1989 To: Governor Clements From: Jim Neale Re: Hilltop Baptist Temple The following is background on Reverend Jack Hubert's request for a traffic control device near his Temple on State Highway 183. Reverend Humbert's request for action by the Texas Department of Highways and Public Transportation was evaluated by the district engineer who approved a synchronizin li ht system at an existing stop light a few mi es south o t e emple. Since the Highway Department has made the decision that a need does not exist for a traffic control device directly in front of the Hilltop Baptist Temple, Reverend Humbert called his State Representative, Parker McCollough to seek further help. Representative McCollough says he tried to resolve the matter, assuring me that the Highway Department does not believe further action is called for. Senator Ken Armbrister's staff also looked into the matter, with similar results. After speaking with the Senator's staff. Once again, the Highway Department does not believe a traffic control signal is warranted or justified. Still it appears the Reverend wants action from our office. I have attached a letter which can be used as a response, if you feel it is appropriate. Please advise.
