This effort should focus on the major issues; 1. Type of prisons needed 2. Merits and problems of Privatization 3. Regional correctional facilities 4. Addressing causes of crime: drugs, alcohol, economy, drop-outs, failings of education system, family. 5. Methods of financing 6. Coordination of law enforcement and prosecution efforts The goal here is to deal in the future with a managed pro-active approach rather than a reactionary approach.
