Clements Governor, State of Texas Capitol Building, Room 200 Austin, Texas 78711 Dear Governor Clements: Several newspapers today carried stories about my speech yesterday to local school officials but only the Fort Worth Star Telegram said "that Bullock criticized both Clements and the Legislature". This is an incorrect statement. What follows in substance is what I said (I did not speak from a prepared text): 1. That only a handful of bills have been passed by the Legislature at this point. 2. That it would now take a two-thirds vote to have new bills introduced. 3. That the tax bill which we had delivered and which is now pending was the only new and comprehensive tax bill introduced so far. 4. That all ideas for a tax bill do not have to originate in the State Comptroller's office. 5. That I would welcome new ideas from the Governor, Lieutenant Governor and Speaker if our suggestions were amended or rejected.
