• February 4, 1988 TO: Border Governor Working File FROM: Rider Scott RE: Items of Discussion I. AUTO THEFT Narrative Description: Mutual access to computerized information regarding auto registration and/or vehicle theft. Access for Mexican officials to updated information on stolen vehicles for possible intercept during interior transit. Briefing on security measures and serial number recordation utilized by American auto theft bureaus. II. NARCOTICS TRAFFICKING Narrative Description: Exchange of mutual information regarding active narcotics traffickers with distribution routes to the U.S. Requested information regarding synthetic drugs southbound into Mexico. Intelligence and data to be provided regarding methamphetamine, amphetamine and any analogue trafficking. III. NARCOTICS PREVENTION Narrative Description: A review of current educational materials utilized for prevention efforts as well as current public service announcements aired in the media. Review of materials to see the availability of same for utilization in a bi-lingual program in the border area or within the interior. IV. INTELLIGENCE Narrative Description: Provision of certain intelligence information regarding targeted information specifically requested by Mexican law enforcement authorities. Individuals who have committed criminal activity within the country of Mexico but have sought asylum inside the boundaries of the United States, forcing formal extradition processes through the State Department. Briefing by Gilbert Pena regarding extradition processes for the officials V. AIRCRAFT ACTIVITY Narrative Description: An inventory of clandestine airfields that can be utilized in the northern portion of Nuevo Leon for transshipment of cocaine. Consistent with the border meeting in Ciudad Victoria, an attempt to establish procedures for the tail registration of aircraft of suspicious nature to be forwarded to the appropriate authorities in the United States.
