WILLIAM P. CLEMENTS, JR. GOVERNOR MEMORANDUM OFFICE OF THE GOVERNOR STATE CAPITOL AUSTIN, TEXAS 78711 October 1, 1981 OCT 16 1981 TO: WPC FROM: Karl Rove SUBJECT: Republican National Convention— /?6"1 baduji, As Hilary requested, I talked with Chet Upham. Several months ago, one of Dick Richards' (GOP National Chairman) aides called Chet and said that (a) Dallas had asked for an application packet for the 1984 convention but (b) since Dallas came so close last time, the city would have a good shot in 1984. Chet requested that the RNC send him two application packets and he, in turn, sent one to Fred Meyer and another to Russ Mather (in case the City of Houston wanted to apply). Chet's understanding is that Dallas will be reluctant to enter the competition again because of the contractual obligations (security, facilities, hotels, et. cetera) that the city would have to assume it wants the RNC. Chet's view is that Texas can have the convention if it wants it. KR/cp SKAA, . t3"Ar1pQ k44 °ATh e, (14AA- e,k„J. -tk9Th w%4A-K c.0 +- 1/4A.P• t/4$1,
