For this reason, the legal effect of an executive order and the legal status of a task force, com- mittee or council formed thereunder is untested. While it is likely that a court would find the executive orders informal in nature and the task forces, committees or councils merely lay advi- sors and not subject to the open meetings act, they should make every effort to remain above reproach.
