Clements, Jr. 0— FROM : Bill Lauderback/S4d SUBJECT: Petroleum and Natural Gas Advisory Committee Attached is a copy of our correspondence file regarding Mr. Halbouty's Advisory Committee on Petroleum and Natural Gas. First is a copy of your March 18 letter to Mr. Halbouty appointing him as Chairman. You will note that the letter requests Mr. Halbouty's "suggestions and guidance" as to the appointments of members to the committee. The second document is a copy of Tobin Armstrong's memo to me of April 23 which is in response to my memo of April 17 (attached thereto) to Linda Howell and Martha Alworth regarding the appointment of members to the Petroleum and Natural Gas, Nuclear, and Agriculturally Derived Fuels Committees. In this April 17 memo, I included Lt. Governor Hobby's recommended list for the Petroleum and Natural Gas Committee for Tobin's review as well as Lt. Governor Hobby's recommendations for the Nuclear and Agriculturally Derived Fuels Committees. It is this list of ten recommendations by the Lt. Governor that Dr. Holloway sent to Mr. Halbouty in his letter of May 7 (attached hereto as document #3). In Dr. Holloway's letter of May 7 to Mr. Halbouty, he states that "I am sure you have a number of individuals you would like to recommend. You and I could discuss this when we meet on Monday, May 12, in your office." I believe the confusion centers around Mr. Halbouty's perception that these ten individuals recommended by the Lt. Governor are the only ones which will be considered for membership on his committee. As you know, this is certainly not the case. Since our telephone conversation of this morning, I have confirmed through Tobin's office as well as the Lt. Governor's office that none of the ten individuals on the Lt. Governor's list have been contacted as being officially appointed. Therefore, any and all recommendations which Mr. Halbouty may have can be received without problem. I feel personally responsible for this confusion as I have been working as a liaison between Tobin's officQ and the Lt. Governor regarding appoint- ments '%erlENRAU Advisory Committees. I will make sure this does not happen again.
