DATE: 1144— oki RE: 6414-0"4.406N.-- December 15, 1980 Funding For Halfway Houses Und Proposed Parole Bill Amendments #141'4 Because of the recent opinion issued by William Wayne Justice in which it appears significant reductions in the Texas Department of Corrections population will be ordered, the amount of money appropriated for halfway houses should be increased. Under present grants from the Criminal Justice Division, the Board of Pardons and Paroles funding for halfway houses is $666,667. The Legis- lative Budget Board has proposed $639,302 for each year of the 1982-1983 bienium, exclusive of administrative costs. The Governor's Budget and Planning Office is recommending 1937581 for 1982 and $1A111,129 for 1983, including administrative coiTT--Inney available ei actuarfunding of halfway house programs will be virtually the same under both appro- priation schemes.
