Under the law the Governor has no authority to issue a commutation of sentence to any person convicted of a crime unless the trial officials first recommend such action to the Board of Pardons and Paroles, who in turn then recommend such action to the Governor. As for the living and working conditions offered to the inmates of our facilities, if you have any definite examples you wish reported you should bring them „o the attention of Mr. William C.
