Thursday, May 21, 1981 Uvalde Leader-News Clements designate Rowland to position AUSTIN — Governor Bill Clements on May 14 designated Melvin Rowland of Uvalde as Chairman of the Texas Health Facilities Commission. The Governor also named Betty Himrnelblau of Austin, the newest member of the commission, as vice chair- man. The third member of the commission is P. Bolin Mahaffey, Corpus Christi. Rowland was appointed to the Commission by former Governor Dolph Briscoe in June 1975 when the Texas Health Facilities Commis- sion was first created. He served as chairman from that time until April 7, 1980, when William R. Keener, Brownwood, was named to the Commission by Gover- nor Clements and designated as Chairman, at which time Rowland became vice-chairman. Since Keener's death in February 1981, Rowland has been serving as chairman, and now has officially been designated chairman by Governor Clements.
