Dean SUBJECT: Texas War On Drugs Committee Grant Application Austin, Texas 78711 Phone (512) 475-3021 The Ross Perot's Texas War On Drugs Committee has submitted a grant application from unbudgeted funds entitled "Texans' War on Drugs" for an amount of $584,223. The Project would address the statewide problem of juvenile drug abuse. The Drug Abuse Research and Education Foundation, Inc. (DARE, Inc.), the non-profit corpo- ration formed by the Texas War on Drugs Committee, will establish project head- quarters in Dallas and regional project offices in six cities selected for maximum coverage of the state. Project staff and consultants will participate in organizing 30-50 coalitions of parents, concerned citizens, church groups, members of civic organizations, and local elected officials, in 30-50 local communities. These coalitions would closely monitor the activities of juveniles in their neighborhoods to prevent the sale of drugs and paraphernalia. Project staff and consultants will also conduct on-site visits to 1,100 public schools to survey the status of drug education. DARE, Inc. will also contract with Baylor University Law School to conduct legal research and develop model legislation to prevent the sale of drug paraphernalia to juveniles. The Office of Juvenile Justice and Delinquency Prevention in Washington, D.C., has given verbal approval of the project and the reallocation of funds to the appropriate program. A request for written approval has been submitted to the Office of Juvenile Justice and Delinquency Prevention. The Texas War On Drugs Committee has requested preagreement costs from July 1, 1980. I intend to grant preagreement costs conditioned on the written approval of the pro- ject and the shifting of funds by the Office of Juvenile Justice and Delinquency Prevention and your final approval after the Criminal Justice Division and Juvenile Justice Boards' have made their recommendations to you. The Texas War On Drugs Committee understands that any funds expended would be their sole responsibility until both approvals are obtained. They do have a source of funds to begin the pro- ject on July 1. This project will be considered by the Juvenile Justice and Delinquency Prevention Advisory Board on August 7, and by the Criminal Justice Division Advisory Board on August 8.
