\By DICK STANELY American•Statesman Staff 'The Texas Department of Correc- tions must provide one-prisoner cells, or at least 60 square feet of space, for each prison inmate by Au- gust 1983, a federal judge ordered Monday .,in setting a timetable for prison reorm. On its way to that goal, Judge Wil- liam Wayne Justice ordered the state to reduce by Nov. 1 its popula- tion of 30,217 inmates until no more than two inmates share each of the system's 9,000 cells and inmates in prison dormitories have at least 40 square feet of living space. ; Justice said the reduction of 3,000- plus inmates could be obtained with maximum use of "good time" credits and other methods for speed- ing paroles and a gradual expansion of work furlough programs among other alternatives. Prison officials estimated they will have to make immediate alter- native arrangements for at least 2,700 inmates to reach the two-per- cell level. They said the dormitory ••- • - t erei t cel s rule would affect many more. "We'll have an exact figure on the population reduction as soon as our lawyers get a chance to review the orders," said prisons spokesman Keith Walls. Prisons director James Estelle could not be reached for comment, but Attorney General Mark White said of the decree: "You're talking about several billion dollars" to comply. "It would be difficult to de- scribe how this could get any worse." If prison officials do not meet the judge's November deadline, the decree said, then "(the state) shall not, until further order of the court, accept any further prisoners for con- finement." White said the state will seek a temporary stay of the court order s and its reversal in the 5th U.S. Cir- cuit Court of Appeals in New Orleans "as quickly as possible." In Washington, ov.
