"I think we can reduce taxes," Clements said. "We should be able, with our revenues the highest in history." But, he warned at a luncheon at the Inn of The Hills, state legislators "have carefully planned how to spend every nickel." "I think if you have a surplus on hand, as every sign indicates, any excess should be refunded in a reduced sales tax," Clements said. "That would be a help to every citizen-- not just some special interest group." The Dallas oil well drilling executive said he knows something about trimming budgets as a result of more than 30 years as head of a worldwide operation and four years as administrative head of the Defense Department. "Proper business management can cut taxes for the state," he said.
