We have stopped the growth of state government dead in its tracks--for the first time in 30 years: During the eight years before I took office, state employment grew by 50 percent and when I became governor in 1978 there were about 127 state employees for 10,000 residents in Texas. We have brought about a significant decrease and now there are about 112 employees for every 10,000 Texans. If we continue to hold the line on our state bureaucracy--as we have done in the last three years--by the end of my second term we can reduce state employment to about 103 employees per 10,000 population, about the same as in 1970.
